I moved to Mexico from Arizona. I was able to bring my woodworking tools to Mexico with one minor hassle. Getting tools via internet worked well for small things. Some medium sized tools were cheaper here. Getting hardwood was much easier and much cheaper. Then when I was out of town, thieves stole every single tool, floor mounted tools, bench mounted tools, and power and manual hand tools. Metal detecting in the mountains is too dangerous. Learning to paint is easy. Supplies are readily available from stores and the internet. There are a few expatriate art clubs as well. In other words, it depends on what you want to do.
