I can't help but wonder if this might be the wrong direction to take. AI-generated CP at least doesn't harm real children. If a pedo can fulfill their desires with porn, isn't that better than them harming kids or buying/sharing real images? Assuming CP consumption reducing the likelihood of predatory behaviors and doesn't stimulate them to acting on their urges in the real world, it would be a good thing to allow them these tools (and that's a big if, I haven't seen any data either way).
