In a strict sense I have a ton of different browser options on the same piece of hardware, so if one app doesn't work in Safari say, I can use Chrome or FF. Annoying? Yes, but not world shattering. In a sense you're correct, I've had to invest money to even get to the browser, but I think this difference is more emotional / psychology than anything else.
In a sense the "browser" is a different part of the overall experience.
I know that I've become accustomed to have different expectations of web apps, because they are web apps.
I feel like when it comes to more native apps you have fewer excuses for something being wonky or broken.
