Consider how my family was able to handle it, growing up on a council estate (kind of like a ghetto, in America) in the 80s. Sure there was probably more T.V. than was healthy, but there was as much quality time as possible. Nowadays we say negligent parenting (yes, I believe putting your kid in front of a screen all day is negligent) is acceptable, and move on. Stop blaming circumstance. I know there are alternatives, because here I am.
