I think the idea and some of the tools (e.g. Popcorn) are interesting. At this point, I think more non-professionals are making videos than web pages. With something like Popcorn, you learn web development in service of making your video presentation more interesting. They are almost tricking you into learning web development. It's a new form of an old pattern: getting people motivated to learn something by re-framing it. (See: SmallTalk, Logo, Processing, etc.)
