Well, uh, HDHomeRun's gear has been providing easy to use, affordable DVRs for ATSC 3.0 broadcast TV for quite some time. Compact little boxes, apps available for most Smart TVs (and devices), picks up 80 (!) channels at my place, good stuff.

I love having one of these in my attic where I get the absolute best broadcast TV signal, and it just sends the recordings down to my Debian server. (You can get them with internal hard drives like a normal person might use.) Cost me $200 back during the miserable pandemic days in 2020, $35/year for listings services.
I am deeply skeptical that Roxi or anyone else is going to pull this off better than HDHomeRun has without some sort of unified local storage standard or (ugh) sending broadcast TV up to a cloud service in real time over your Internet connection. "No additional hardware" here can't possibly actually mean "no additional hardware". (ATSC 3.0 does not provide its own return path for interactivity.)
