It’s a caveated notice requirement “to Congressional leadership” and “the member who is the subject” of the query, unless the Director of the FBI “determines such notification would impede an ongoing national security or law enforcement investigation” [1]. Not a warrant requirement. Not even a right to notice. Pretty milquetoast.
