Yep, agreed. I'm sympathetic to a large amount of what I'm saying here just being growing pains as they figure out how to do a new thing. But IMO, monopoly utilities, and especially their regulators, have a responsibility to figure more of this stuff out beforehand. People can't say "I'm not happy with how you handled this, so I'm switching to your competitor", and that necessitates a higher level of scrutiny and responsibility.
