This was roughly the dream of DBus. However, outside of desktop-shaped niches it proved to be extremely difficult to secure, standardize, and debug. Process-level/address-space-level dependency sharing remains both easier to think about and simpler to implement (and capabilities are taking bites out of the security risks entailed by this model as time goes on).
