This is what happens when the people doing the actual good work are looked at purely as a cost. The administration that is brought about to contain that cost will end up costing way more than any possible cost savings they could theoretically get. Putting the force of government behind that administration just makes it that much worse. I see the same thing in tech. Engineers used to be empowered and productively making things that empowered everyone, and now they're disempowered, broken to the saddle of whatever the tech oligarchs are fancying today.
