If a pass is scanned twice, bring up the photo of the person who scanned it the first time and grab them. But it's a whole lot of tech to solve a problem that probably rarely happens. Or do what is done all over Europe, even for domestic flights: check the passport at the same time as the boarding pass at the gate.
