Implement half life on upvotes. Tech changes (faster now than ever). This will allow newer answers to float to the top and make older questions more obviously replaceable, providing space for beginners to ask questions better couched in today's problem/solution space. Personally, I find so many of the package-specific answers for Python are out of date. They don't work and/or are not written to current best practice.
