In the Netherlands all big cities have tram networks. So we do build infrastructure all the time, including overhead wires. We even have a city that built a trolley bus network. But it never caught on simply because it has too many drawbacks. It's worse than a BEV bus and worse than a tram but does come with the upfront investment bill. BEV buses that replace diesel ones are working great.
