They simply aren’t necessary at all. It’s that illegal aliens (they aren’t migrants) can be used as slave labor, lest they’re deported.
You can easily pay a US citizen $10/hr. They’d prefer $5/hr.
The cost of the overall product is low margin, but not so low margin they can’t afford the extra few dollars per hour a head.
I say that as someone who is vary familiar with the practice and have watched it make people very rich.
