I don't think Apple has citizenship status of every user in EU. At least, my experiences didn't change when I was naturalised and gained EU citizenship.

  Then either they should figure out a legal way to comply or leave their products out of the union.

    That the thing, even if they are out of the union they need to comply with the law when they have EU citizen customers/users. Also there is absolutely no concept of geolocalization on the internet, and all attempts to do that are just "tried my best but still broken".
