State actors is just a term usually refer to threats from dedicated abd resourceful entities that have don't have to worry about funding, tracked by their government..etc. They usually are in the market for 0days and have dedicated resources to throw at their targets. So you can basically say the same about any tool. If I know that I am being targeted by a state actor while living in the US, the only thing that can help is me going to FBI. This assume of course that state actor is the US itself and assume that you know your are being targeted. On individual level, if you have being targeted or use a tool with 0day then you lost before you even know that there was a game.
