When educated kid/person gets killed in a skydiving accident this is a loss to society at the level of $1-10M. These are effectively taxpayers and caretakers efforts and resources being wasted (public education, etc).
Arguably, the costs should not be borne by the society in that case, it should be the entertainment center responsibility, in the form of the additional insurance costs.
Of course the argument can be made that GA and skydiving were always considered to be semi-military training programs for the general public. In that case the system is just working as intended.
