I don’t get it - isn’t Twitter heavily self-censoring in India? Why is he making such a big fuss about Brazil?

  Because in India it's his friends that are censoring people, and in Brazil it's the opposite. (Also, in Brazil the accounts were blocked by Justice orders, not the government, and following the legal process stablished by law, not the whims of the President.)
