Formalin is just an aqueous solution of formaldehyde. Surely there has to be a more efficient way to get it.

This sounds like some drug hysteria, IMO. Until I see some independent lab results showing human bone is it I remain doubtful. According to the AFP Fact Check Department, it's probably not true. I would say it's probably a blend of what they can get their hands on & mix up a batch of various synthetic chemicals. I don't know if this is still the case, but in the 90s, on the street "wet" marijuana, which was marijuana laced with PCP, was rumored to contain formaldehyde/embalming fluid as kind of a hype/sales tactic. I'd suspect that's the case here as well.   That was my first instinct as well which is why I went searching for more info. I doubt it affects anything in the drug, but that doesn’t mean people won’t search it out, including digging up corpses. I will point toward the ridiculous black market around tiger bones, pangolin scales, rhino horn, shark fins… etc. people get an idea in their heads and go after these things, regardless of effectiveness
