There an easy way to fix this: Have a set price per semester hour that the college/university is allowed to charge. Colleges/universities are free not to abide by this, but in that case they get zero federal funds, including research grants or student loans, and they get treated like a for profit which means no more tax deductible donations. Once you set a limit on how much they can charge, the colleges will iron out the inefficiencies themselves.
