I don't think he means he never had to fill out an official application for consideration. Hell, I have to do that just for inter-company transfers. I think he means in the true sense, in that he simply wasn't cold-calling around applying for jobs. The application didn't get him the job; the relationship did. I've found that to be mostly true as well. At least for the jobs I wanted.
