You could conceivably do unlocking and turning it on by simply having the Hertz app installed on a smartphone that's new enough (last 10 years should be enough to ensure it has all the features necessary). The app would also always know where the car is, how much range it has, all useful information and conveniently available from the rental company app. Agreed on the other points though, EVs are very different to what ICE drivers are used to.
