Oregon legalized it and then never funded ANY of the treatment programs it was supposed to. Um, yeah, that's not gonna work ... It also doesn't help that many of these drugs are still illegal at the federal level. Consequently, you cannot create a legal manufacturer who can sell drugs of a known quality since the Feds can kick their door in at any point in time.
