he's been living and working in Singapore since 2009 and there is no way for a non citizen "to spend as much time as they please in the US". You'd need a Visa that is linked to work and in that case work would be of course taxed in US.

  which is what I wrote: there is no way he can just spend as much time as he wants without approval, supervision. And the Visa can be rejected
