From the article, it's a FB report to the FBI that decided to show up (on a videocall?) to ask if everything is OK. To me, it sounds like if the guy working at Starbuck hear a guy saying harmfull things outloud, call cops, cops come to say hello, and nothing happen. I don't see it heavily authoritarian, though I can easily imagine how it could be if it has some "bad" patterns
