You are probably talking about something else. With Tor, you just browse the regular web. Just with 3 random VPNs in between (simplified). So quite anonymous in theory.

  Well, you can also access onion services, which are not (afaik) accessible via the regular web.

    Ok, that is news to me, but I have not tried Tor in over a decade or so ..
