I've always been taught Music theory exists to explain why we like things. Not to dictate what we like, it's like some grand unifying theory. Whenever we find something new people like Music theory has to adapt. I think it would be impossible to prove any unifying theory like this unless you can actually test all possible things someone could hear and western scales & such obviously don't encompass all that.
