Maybe I am too risk adverse. I imagine if I were in debt enough to have my license suspended, then riding a bicycle might be more risky than it's worth from a cost/injury point of view. Healthcare costs are the leading cause of bankruptcy in the US, and I imagine any accidents would be beyond detrimental to one who is in bad enough debt to have his or her license suspended.
