From my read, many of these suspensions COULD result from bad driving, because they result from a ticket that may be a moving violation that is unpaid. That is, my interpretation is that if you get a moving violation, don't pay the ticket, have your driver's license suspended, you got a suspension due to "bad driving". Their interpretation is that only if you have your license suspended for a specific incident that it would be due to "bad driving". But, I have no idea how many of these are parking tickets, driving without insurance, repair issues or whatever. But fines do have a public safety purpose, it doesn't seem right to lump them all in as "debt".
