That is clearly not the reality: according to https://en.wikipedia.org/wiki/List_of_Intel_manufacturing_sites https://en.wikipedia.org/wiki/List_of_Intel_manufacturing_si..., 16 of 23 of Intel's fabs are in the US and 6 of the other 7 are in close allies (Ireland, Israel, Germany). There may be something to be said about what's happened to the rest of the US fab industry, though.
