Less defective and destructive than glad handing yourself and laying waste to your mind that’s also difficult to recover from. Here we must distinguish between state permission and state sanction. The state can licitly permit certain evils if banning them leads to a worse situation, given the crooked state of humanity. Prostitution was traditionally one of these.
