Excellent advice. Right now, many points on OP's list make it sound like OP wants to improve dev experience by having teams jump through extra hoops. (To be clear, some of OPs ideas are very good in the long term.) I would start by realizing that often the desire to change things in a new environment stems from the need to regain control and/or to help with sensemaking. I think starting with some "ethnography" could be a more productive approach.
