You're describing a failure in leadership, not a failure in the monorepo model. If your dev leads are not bringing these issues up to management, or management are not backing them on solving these issues, you're doomed whether you're doing monorepos or not. Monorepos have their drawbacks (and I personally don't like them either), but being unable to trust devs is not one of them. If you can't make monorepos work, what makes you think you can get "microrepos" to work?
