For Terraform there should be none, since you have drop-in alternatives for both the base product and the commercial platform (disclosure: I’m involved in OpenTofu and Spacelift, respectively). Other tooling may be more problematic. Vault has an open source fork in the works but nowhere near production readiness AFAIK.
