Probably the guy doesn't know her so it's just a random Asian looking person to him. Seems like some Formula 1 sports event, I guess it could happen that someone doesn't speak English although it remains a possibility, theorized by anchormen in the studio yet never so far observed in the wild. Or maybe the reporter DID recognize her and got so anxious that was the only thing he could think of as an opening line: "Do you speak English?".
