The readme doesn't explain much, but the introduction to the paper itself is quite approachable. As for whether it's groundbreaking or not ... it's a neat readily-accessible constant-factor improvement for area-constrained fixed-point accelerators. That doesn't change everything overnight, but neither is it nothing. It's nice work.
