This is a terrible take. Just because thieves exist we should all lose the right to repair our own stuff if we so choose? If they want to pair parts that's fine, but not providing the calibration software or whatever is NOT. regarding the exceptions, I think a better situation would be NO exceptions, rather than claim bills like this are useless because of exceptions.
