I don't see how hypothes.is has anything to do with this... that project seems to be about annotating any content. (And incidentally, universal annotation systems are paradigmatic chicken and egg problem; people keep trying to do this and it never reaches broad adoption). Github for law is a much more modest and realizable idea, by comparison.
