Because the apps feature far greater functionality and features that the plugins do not.
I use Rider, DataGrip and Writerside daily, but also IntelliJ when I’m working with Helm and database objects (which uses the DataGrip plugin) in the same project.

Looking at https://www.jetbrains.com/products/compare/?product=idea&product=datagrip https://www.jetbrains.com/products/compare/?product=idea&pro... the only listed difference is that Datagrip says "MongoJS support" in the tooltip for the weird outlined checkbox next to the "JavaScript, TypeScript" line.
