I have a couple of years of emails from the SBA which are, effectively, completely indistinguishable from phishing attacks. They use URL shorteners with weird (unrelated to .gov) domains, they never reference anything that demonstrates familiarity with my actual identity, every single URL passes through a tracker (again unrelated to .gov), etc. It's all just broken.
