There are several moving parts to consider: server to receive the request (or an online function); handle denial of service attacks; handle spam and abusive responses; delivery to a person (message/email). Someone has to set this up, maintain it, and pay for it. Some providers such as Cloudflare seem to make this painless but I haven’t tried it myself.
