You're just inventing reasons, without any clear evidence.
I've witnessed "helicopter-dropping money" in action, in Brazil [1].
It didn't have the flaws you invented out of your imagination. That "helicopter-dropping" worked so well that the right-wing government that succeeded the leftist that implemented it tried to do their version of it.
