It is incredible how US politicians and journalists can't see through Russian propaganda nonsense and take it for real. No, US government didn't fight against possibility to use nuclear weapons in Ukraine, it fought with Russian propaganda rhetoric. Fighting against propaganda rhetoric is equally important though. Russians used for example a lot of "simulated attacks" against European capitals in their propaganda channels (read: national TV). This nonsense got reduced considerably after French foreign minister (if I remember it correctly) reminded that France is a nuclear power too.
