In reality, the two parties don't have any long term fixed goals - they shift around and adapt to what people want, so they're effectively many different parties distributed through time. Here's how it can work for less popular issues. Suppose a small minority of democrat voters really want more aggressive climate change laws, they might change to vote for the Green party. The Green party won't win but the Democrat party might still lose because of a few lost votes. So they have to retain those voters by offering them enough climate change law to keep them, but not so much as to alienate everyone else. That sounds like a good-for-all compromise. The trouble is that most voters are so obsessed with not letting the "other" party win, and not wanting to "waste" their vote on a losing party that they disregard what they're actually voting for.
