Exceptionalism is made difficult by the dominating left wing ideology. As it is scientific socialism, it favors a practical worldview that is geared towards the physical betterment of life standards of the Chinese society at every level. This worldview is the state perspective and it is indoctrinated into the youth during education as well. The result is steady and incremental betterment of life standards everywhere. There isnt time to be 'the exception' or think that you are exception to something - the worldview that you have been given is to improve everything incrementally.
And not surprisingly, since this is a world view, it also reflect on China's dealings with the rest of the world. Everything they do is for incremental improvement of the society, which is also projected to the world. Their joint projects with African countries seek incremental improvement in a specific field of life, from infra to telecommunication. The partner country improves, the Chinese society improves. Its the application of domestic process to abroad.
As a result, it wouldnt matter if anyone felt 'exceptional' during that process. The process is one of scientific, tangible, physical improvement. Its measurable, its observable. As long as the improvement happens, the rest is scarely relevant.
