Not really. Publish or perish does not force academics to commit fraud or to abuse their subordinates. It does not force them to behave unethically. Professor Dias choose to lie, choose to abuse, and choose to submit papers with fake data. I agree publish or perish may not be the best system but we should not excuse people for being corrupt. People can and do chose to behave ethically. Those who don't should be punished.
