I think you're misunderstanding what I'm saying here, so let me be clear. I don't believe that the US government is in actual possession of alien technology. I also don't believe that we have been visited by advanced aliens capable of interstellar travel. Everything we know about what it takes to achieve interstellar travel would force us to draw the conclusion that even if there are aliens that have visited us they would remain unseen and have the technology to ensure that happens along with any evidence. Because once you've mastered the obstacles to interstellar travel the removal of the evidence of visitation is trivial in comparison.
My thing is that government reports are typical nebulous speak government reports. Even in this statement that you quoted this is specific to the AARO, and that's it. Everything that the government speaks is carefully crafted to be covered with plausible deniability. This report is more of the same it is plausibly deniable statements should irrefutable evidence to the contrary come out. Even if there was evidence that the AARO knew about they could possibly say it wasn't empirical in their judgment. A report on alien visitation should be something that they could speak an absolute certainty about and not do nebulous double speak.
Even my original statement about if they knew there was classified information in this regard they could completely say in their report and be truthful there is no empirical evidence. Because with classified information you are not allowed to disclose it. We get from the movies that people say that's classified but in actuality classified information you're not even allowed to say that it's classified because that is an acknowledgment that information on it exists. So this report does nothing to dissuade the alien visitation theorists and for people who don't believe in alien visitations view it as a big waste of money.
