There's a pretty clear market failure here. For whatever reason, taxes, regulations, other, it's not profitable enough to create hotels and so the only relief valve for tourism has become Airbnb.
In the absence of any regulation that would seek to create a more even playing field between hotels and airbnb, Airbnb has a remarkable advantage, and so accordingly investors and would be hoteliers have pivoted to making Airbnbs instead, at the expense of regular people who are just looking for a place to live.
Government needs to clamp down on Airbnb and even the playing field for sure, but they should not ignore the obvious issue here that for some reason people were extremely reluctant to create hotels. There's probably some need for regulatory reform to make creating hotels a thriving viable business.

That's a really big advantage for digital nomads... ...they can receive friends they made at this new city, or sex workers... (regardless of how you feel about that it's a reality)... But 1-week tourists are still probably staying at hostels or hotels... So maybe allow visits at hotels and then you kill off a lot of the AirBNB market...?
