It's been this way for a year or two now. But there is a trick. Create a virtual WebAuthn device using Chrome DevTools, and use that to generate your first code. This will satisfy the "physical passkey" requirement, and unlock the ability to get an OTP URL via QR Code, without providing a phone number. Then afterwards you can remove the WebAuthn device.
