Why not simply legislate weight? A vehicle must be 5000 lbs or less to qualify as a passenger vehicle. Anything more is commercial.

- tyingq 3y agoI don't know if that's a huge disincentive. Many taxes for commercial vehicles don't come into play until the vehicle weight is much higher than 10k lbs. You would also need some revamp of the existing tax structure for commercial vehicles.
